The date was chosen deliberately. The World Cup took place in the United States in 1994, and sports publishers aimed at that event well in advance. Football was also a fiercely contested genre on sixteen-bit consoles, because it played well with two people and a single cartridge could entertain a whole group.

The Mega Drive offered a solid base for this kind of game. Its Motorola 68000 could calculate the movement of many players at once, hardware scrolling kept the pitch gliding smoothly, and a three-button pad was enough for passing, shooting and switching players. Frame rate mattered more here than graphical detail.

Football games of that generation split along a clear line: some imitated television coverage, others went for brisk arcade play with instant response to every press. The second approach proved more durable, since it did not age as quickly as attempts at realistic simulation.
